How about kombis remove seats and deliver and collect boxes of requirements for people at unit transport charges for standard boxes. Fair prices can be negotiated between RDCs and kombi operators. Prices could be set on distances zones.

The infrastructure is already in place and it would be a waste to park it when its badly needed. It will give the operators who need the work an income and cushion them at least against loss.
